This is a probably beta-stage prototype of Gods. There are some clear differences between the prototype and the final version. The prototype originated from a collector called Syphor who posted about it on Reddit. He purchased a Super UFO and dumped it. The ROM image was posted on Assembler Games by contrafan.

I haven't played very far into the game, but it is pretty clear it is non-final. The palette the game uses is a bit different, the passwords include vowels (which were removed in the final game), and the backgrounds in the first level are obviously different. Some comparisons are below:

Picture of the prototype - says 9-10 - possibly meaning 9th of October or 10th of September, 1992. The other characters on the chip are checksum values. I checked them, and they match up with the split ROM image, indicating that it should be a good dump.
