I played a direct comparison of the German and prototype versions of this game, and at first glance, they appear to be pretty much the same. The prototype cartridge has a D411 chip on it, so it is an NTSC prototype. The internal header has a USA region. Doing a direct binary comparison between the prototype and the USA and German versions, the USA version is actually the closest. The section with most of the differences are within the first the 0x20000 bytes of the ROM, which does not include any graphics. Comparing this section between the German and USA versions of the game, it has characteristics of both, so I would suspect that this prototype represents a build that is intermediate of the final US version of the game, and the German localization.
