The winner is unknown, but appears to be highly active on Ebay. Whether or not this prototype is PAL or NTSC is hard to tell because of the small picture. The labels on the chips say "25/02". If this corresponds to "February 25", this is a long time away from the North American and European late-1994 release dates, so I doubt it is a date stamp.
